Why are we so bad at including cycle lanes?

I currently commute by push-bike in Liverpool and while there are pedestrianised areas around the docks that are wide enough for shared us, the provision else where for any form of cycle way elsewhere in the city is scarce. Even with major junction and corridor refurbishment works underway any cyclists are clearly at best and after thought, which is such a shame.

Same at my last place. Wide straight road for four miles, linking the local town with one of the towns major manufacturing businesses, an international brand name, bespoke road expansion for the site. No footpath. No cycle lane. there is however a well maintained memorial for a worker killed on his bike by a lorry.

Does your local council have a cycling forum?
If yes, join it.
If no, identify a local councilor who's shown previous interest in cycling issues and suggest he/she get one started.
It can be useful to the council as they have a consistent resource to consult when a road improvement is planned, rather than ad hoc local residents or other interested parties.

"The cycle forum aims to make cycling in the Borough safe and convenient for everyone. The forum advises the council on cycling issues and provides feedback on proposed cycling schemes and initiatives. Meetings are open to anyone with an interest in local cycling issues."
We've had previews of cycle schemes, the chance to suggest routes, junction designs, cycle parking, etc.

Yes, and now I know about it, joined.

However it's still a great shame to see whole junctions remade brand new with now cycling provision at all.

That looks like it is about pedestrianised areas. I thought cycling wasn't allowed on them anyway.
