Sorry if this has been asked before however I can't find anything clear on a Google search.

Is Rouen now a part of the low emissions stuff along with Paris, Lyon etc?

Not yet, but it is one of 25 areas getting funding to join the scheme.

So still a high emission zone with coordinated road works just before and after Le Mans and the classic wink

Well that's going to cause issue. Do you think they'll suspend it for a couple of days in LM week or are we going to have to find another route?

The zones didn't permanently prohibit polluting vehicles, at worst they might insist older vehicle bypass the city centre during rush hour (as most people travelling to LM already do).
