I havent found anything definitive on this yet, but from the context ive seen it used in it seems to mean 'if we catch you again or you break your bail conditions we will charge you with the offence'. Why not bloody charge them in the first place...

Let out on the condition he returns to Plodshop at a certain time and date. In between time Plod amasses all his evidence, has a natter with CPS, lists all the charges the evidence will support. Chav returns and he is then charged with the offences and again bailed to a Court.?

Its called Section 47(3) Bail or Police Bail.

As DVD says, its designed to release a suspect from detention and give Bib more time to collect evidence after interview if there appears to be other evidence that needs to be gathered before a decision can be made to charge or discontinue and release the suspect.

An example might be the introduction of an alibi during taped interview that cannot be checked whilst the suspect is in custody. The suspect would then be released under Section 47(3) and the alibi (sorry alilie) checked. The suspect would normally be bailed for about 2 weeks to return so that the enquiry has had time to be actioned.

It is an offence to fail to answer 47(3) Bail with a power of arrest attached.

Incidentally, we can now place conditions on delayed charge bail under S37(7) where justified. It used to be that the Police could only impose conditions AFTER charge until the Court date. As said, any breach is arrestable and the offender will be put before the next available Court. So if you happen to arrest Chav Saturday lunchtime..oh dear! In the cells until Monday morning!
