Two things I found interesting:

report said:
8. Under the rules set by the DfT, live cameras are only be be deployed at existing sites that meet the above criteria. This has allowed operations to target the cameras at sites where there is still a KSI casualty problem. The graded deployment strategy developed means that sites with the more serious casualty histories benefit from three times more enforcement than previously. Under the grading of deployment, no site within the scheme has less enforcement than previously. Existing sites that do not meet the criteria are fully maintained and fitted with a dummy unit and continue to flash drivers in excess of the speed limits or running the red lights.Should the casualty profile change the site can be brought back into the enforcement cycle.

That means that the boxes remain, the flashes remain, but no camera. To me, that's deceit. If a site does not warrant a camera then to remove just the camera is dishonest. The whole rig should be removed.

A change in the DfT rules on capital expenditure now allows Partnerships to install speed activated road signs. Boroughs that do not possess the aforementioned sites that meet the criteria will be offered sign installations to integrate with their own road safety initiatives. It is estimated the Partnership can budget for 75 speed activated signs.

This doesn't seem to have been widely publicised? It's good news, but I wonder just what incentive the scumera partnerships have to do it -- apart from as a way to get rid of excess cash without giving it to Gordon?

Predicted Partnership Revenue

The proposed revenue stream, based on 500,000 offences being detected and with some minor improvements on conversions rates, should generate an estimated £10,180,490 for the Partnership

So they really don't expect the cameras to have any real effect apart form a "revenue stream".. and a forecast £3.2m profit.... Nice work if you can get it...
