Partial restoration acquired, surface rust through primer...

Afternoon team!
Looking for a bit of advice.
Ive just acquired a stalled project shell (a midget) which is in a bit of a state visually, but had had various panels replaced and it totally solid. (this is going to be a race car not a concourse resto, so finish quality isnt all important)

It has been sat under a tarp for a couple of years and as such in some areas it has started to show specks of surface rust coming through the primer (rear wings, floor pan and engine bay)

The external panels will be stripped back to metal and primered properly along with the unfinished fibreglass bonnet and wings, but the engine bay and floor are the issue here - they are rot-free panels, just some surface rust under the (in this cate red lead) primer from sitting in the elements.

I REALLY dont want to strip the engine bay, its very complicated and awkward. same for the floor. But I dont want it all turning into metallic lace over the next few years.

So what to do? Hammerite over it and move on, some sort of rust converter? POR15?

Do the whole job properly.
You have no idea what has been used & it might be a good quality red coloured primer or a tin of rubbish.
Painting over rust is never a good idea.

Primer is Hygroscopic. Not surprising the unprotected metal has gone rusty!
