repaint and clear coat help

I have tried to paint the side of my car after it had been badly scratched in a small accident, After wet sanding the clear coat the paint has changed colour in areas. have i damaged the clear coat? Should i sand the clear coat of and start from scratch with base coat?

If you have sanded the original clearcoat to remove the damage then I expect you will have gone through & into the original basecoat.
Based on the poor photos & the result you have achieved you need to put the sandpaper away & find a small cheapish bodyshop in your locality.
