petrol thirsty or faulty engine 1.4 ibiza 2009

Purchased a seat ibiza mk5 2009 1.4 petrol , I've read a mixture of opinions but excessive fuel consumption seems to be a common issue with these older generation engines, got to a point where I can't establish whether there is a serious issue that is causing this I am not aware of, maybe faulty thermostat? or these engines just drink petrol like there is no tomorrow and this is perfectly normal.
I need to drive like a saint accelerate very gently on highest gears possible where possible and when possible, as soon as I hit 30mph i'll need to change 4th or 5th to get a 30-40MPG.
Seems my ibiza hates 2nd and 3rd gear, driving 20mph in 2nd or 3rd gives me approx 15-20MPG
I am relying on the on board computer for this.

Using the instantaneous fuel economy read out on the dash isn't a good way to work out what your fuel economy is - what does the trip average show? do a few brim to brim fuel used/mileage checks to see how accurate the trip average is (this varies widely from model to model). Seeing 15mpg on the dash doesn't necessarily mean the car is "drinking petrol" - my A3 would regularly show 5-10mpg on the dash but averaged around 28-30mpg across a tank.I need to drive like a saint accelerate very gently on highest gears possible where possible and when possible, as soon as I hit 30mph i'll need to change 4th or 5th to get a 30-40MPG.

I've already calculated the MPG manually to see how much petrol is actually being used and if I can rely on avg. MPG shown on dash. The on board computer is fairly accurate, might be 5-10% off which is fine with me. Having established the on board computer is accurate I now question high fuel consumption around town. I feel 20-25MPG around town is very low for these engines while driving like a saint on warm engine without any traffic.

Daughter has that engine in a 2011 Golf Twist. Think it's 80PS.
I drove it recently taking it for service - 5 miles rolling A road at 40MPH and then 10 miles motorway at 70MPH and was quite impressed to see 40 something MPG on the trip computer.
Other daughter had a 1.1 Mitsubishi Colt that always did 50MPG and then one winter dropped to 40 and never recovered and we never found out why. A couple of garages looked at it but it stayed the same for a couple of years and then she sold it.
