M23 Average Speed Cameras - Let's Clear This Up

So the M23 between Gatwick and Croydon is upgrading to be a 'Smart' motorway by 2020 🙄, and from what I can see, average speed cameras mounted on yellow poles have been installed, although my TomTom app doesn't display them, maybe suggesting they aren't active yet, or may only become active once smart motorway status is achieved. Taxis and commuters seem to love roaring down that stretch of road at 80-90mph, and as far as I'm aware there aren't any fixed cameras in either direction all the way to Brighton, despite what the signs say. Occasionally there are mobile cameras near the Crawley exits, but apart from that it would seem that speed controls aren't all that strict on the 23. Has anybody ever been caught speeding by a fixed camera on the M/A23? If so, where, as I can't find any of them?
The average speed check camera's aren't active yet.

Can't say I see many taxis roaring down there...most are dawdling along in L2 at 60mph fiddling with their sat nav.

That was my fear when they started the work at the top end of the M3 but actually in the 3 years or so that the roadworks were going on and the 50 limit was in place it was absolutely fine. Everyone was travelling at the same speed so it avoided the compressions that typically occur (which then lead to brake lights and the 'worm phenomenon where everybody has to slow for no reason) and it was a very easy journey. If they get it right and can match the speed approaching Gatwick to the volume of traffic there then it might not be a problem at all and might actually improve the current jams that occur. The Gatwick Airport spur has a 40 mph 'average speed check', at least on the Eastbound carriageway. However, the only cameras I could see, were small white items, seemingly pointing to the ground; I assumed average speed camera are yellow, on a yellow temporary gantry. Does anybody have any more info on these works & how this speed check operates, or if indeed it is yet 'live'??

Looks like i'll actually have to start planning ahead with my Cineworld trips in Crawley, as opposed to realising I'm late for a showing and giving it some welly on a beautiful stretch of motorway where you can see for miles and are always going up or downhill.

Looks like they've installed yellow average speed camera gantries to the Gatwick spur, & all the 'camera not in use' signs have disappeared, so one can only assume the surveillance is now live. I couldn't help but chuckle when the Audi driver, clearly doing over 40, slammed his brakes on just before the camera. Which part of 'average speed' don't these morons understand??

Well, if he ‘slammed’ on his brakes and stopped before the camera, waited, then passed through, I would imagine he understood.Looked to be operational yesterday when I drove that stretch of the M23, and the spur to the airport this morning
Special points to the bellend in the black BMW X3 who having piled up lane 2 decided to stop in that lane with his indicator on, when they found the exit slip full in both lanes as they attempted to swoop in at the last second and avoid the queue (or any semblance of attempted merging before the junction). The 2 cars behind him did well not to run in to him, but the truck trying to avoid the queues to get off wasn't impressed!

They probably understand that slowing down at any point reduces the average, and could be the difference between getting ticketed and not.48k said:

Did I miss them extending the motorway from Hooley up through Coulsdon and Purley and in to Croydon or does that explain the standard of driving I see on that stretch?

I think the refuge area concept will never be as safe as a hard shoulder, but then, hard shoulders can be massively unsafe. If you get to the refuge area it probably would be safer.
The m23 doesn't usually get phantom bottle necks too often (in my experience) but perhaps smoothing out speed would help.
As I am on the bike, I can largely avoid the needless L3 bunching that does exist.
If i'm honest, I will miss my "bugger, I'm late home, better make up some time" blasts down the m23, as I recall smart motorway gantry cameras also work as speed cameras.
Bit selfish perhaps.
