FIL has purchased a wheelchair for disabled MIL but didn't realise that he could have asked for it to be free of VAT

Can he claim it retrospectively, either from the sellers (Argos) or direct from HMRC?

Any experts in this field?

Edited to add: specifically have a look at the "VAT exemption" tab towards the bottom of the page, 4th tab of the section that starts with 'delivery to your door'.

I think Argos should have said at the onset "this can be VAT free if it's for a permanent" or whatever but instead just said £XX please gis your money.
Too late now to go back I think.
