Very noisy neighbour, nothing can be done.

We have a detached house, but over the road, there is a small block of flats that house people on benefits.
Over the past few years, there is one particular guy who plays music very loud, so loud that we can hear it even when all door are closed, and there is another building between us.
We have called the council numerous times, most notably when he placed his speakers outside and played heavy metal full blast. In this instance, both the council and police turned up and he was subsequently given a noise abatement order. But for this guy, that doesn't matter, he still persists. We have contacted the housing association, and for a while, this helps.
Yesterday, he brought his speakers outside on his balcony again, and played his music at full blast from 9am to 6pm. My wife called the police, but apparently, now they can do absolutely nothing about it, they are powerless to force him to turn it down, no matter how loud the disturbance.
When we contact the council, they tell us to contact the police, and when we contact the police, vice versa.
It seems that legally, there is nothing anyone can do about this. It got so bad yesterday that I thought about taking a baseball bat and going up there and smashing the speakers. But of course, I would be arrested and end up paying compensation - it seems the law allows this antisocial behaviour to go unchecked, and if confronted, I have a feeling the perpetrator would have more rights than me.
Sorry, just had to vent at this very frustrating situation we have. I guess our only solution (legally), is to move.

Yeah, we have been filling in noise nuisance forms obtained from the council for 5 years, along with video recording evidence. Yet he still plays very loud music, despite a noise abatement order. I have no faith in them.As I said, I think the best solution is to move.

So who IS their landlord? Have you gone down that route? Even if it is the council, complaining to Environmental Health is not the same as raising it with the Housing Dept.

How many other people are affected? Why aren't they complaining? I would imagine in a 30m radius there would be quite a lot of people he is annoying.
Sorry, yes, other people are complaining, the council guy who deals with this told us as much. Yet he can still get away with this with apparent impunity.To be clear, we have contacted the landlord (housing association), where he was quiet for a few weeks after receiving a letter (they let us know they sent one), we have contacted the relevant people at the council, I am not sure what else we can do (again, short of moving or doing something illegal).
As the title, nothing can be done, despite doing everything by the book (endless time forms filled in and submitted, along with video recording evidence, police incident numbers over a 5 year period)
It does seem that if you're belligerent enough, you can get away with making as much noise as you possibly can with little to no real comeback.
