As I have found, a charge may discourage a driver from parking there again, but there is always another willing to take their place.

I have a personal involvement in this as I contacted my MP to support the 2018 Parking Bill. I outlined to her that I was receiving weekly invoices from these sharks because their ANPR fails. My daughters gym is behind Lidl and they lease it from Lidl. There is a camera which captures you entering and leaving and if you use the gym you park at the rear which is supposedly recognised by another ANPR camera. I was getting fines for dropping off, leaving 1 minute later and returning in the afternoon for another 1 minute pickup. Of course the ANPR and you guys count that as an 8 hour stay.
My contact with my MP was purely to support the Parking Bill. Guess what she did? She took it up with Lidl and all the fake invoices were cancelled and I don't seem to receive any more. Lidl don't care. Their standard response is to refer you back to the parking company.

I don't think GDPR will make a difference to the pushing companies, but I'd be interested to see how the debt recovery companies handle a complaint when the ticket had been issued from one of the many companies who fail to comply with POFA when the registered keeper is a private individual.
If the PPC know that keeper liability can't be enforced on that person, should they be passing their details on to a third party?
It doesn't apply in the tickets I process as we're a Ltd. company, but there have been enough cases upheld elsewhere under the former DPA rules for similar breaches.

Davey v UKPC at Winchester court a few years back is a great example.
We had the woman who would not reverse alongside a wall, but park instead 12 inches away and overhang the side of her space. As a result 3 other people atruggles to park.
Would not listen until she was clamped. Let off the first time the problem went away.
Another tenant complained that their space was always abused. Set up a permit scheme. One of their lawyers got clamped. Because he did not bother to put his permit in the window. How were the clampers supposed to know? Although solicitor struggled with the truth also... permit was in the window... yet I was given a photo of it not in the window etc.
Really hard to control big car parks nowadays, especially when the people they are trying to help do not follow the rules.
