any ideas or precedents for what punishment this guy will get?!

There’s no way for sure to suggest what he will get, though under section 40A of the Road traffic act which makes it an offence to drive a car in a dangerous condition that could cause injury, he could receive the following;

• 3 Penalty Points
• Fine not exceeding £2,500
• Disqualification period

It can also fall under dangerous driving where it states "if it would be obvious to a competent and careful driver that driving the vehicle in its current state would be dangerous“ ... so who knows really !??

On top of the unroadworthy and/or dangerous charges, there'll be tickets for lack of insurance, tax, MOT...

This is local news where I am.

To me it is just funny, nothing untoward happened so it is just humorous.

I expect the irony is the leniency of the punishment when it turns out the driver is a waster on benefits and I got more grief for doing 100+ on the A14.
