Yesterday I was driving and my engine light started flashing, then the car lost all power in first and second gear, but i managed to make it home. I scanned the computer and it said Cylinder 2 Misfire. So i swapped the spark plug and ignition coil with another one but it still was the same. Anyway, today I did a compression test - all 4 cylinders read 200psi (+/- 15psi). It's a mk4 golf 1.6 16v BCB so i think the compression is meant to be quite high.

After the compression test I went to start the car again (i plugged the fuel relay back in) and this time it wouldn't stay on longer for 2 seconds. It switched on after 2 cranks, idled low and rough, was shaking a lot, and making a strange noise, then immediately shut off. Maybe it's an exhaust valve as there is a strange sound (watch the video below)

at around the 40 second mark it makes a very strange sound as it's dying

Just something to note, I had my belts changed a few months ago and it was making a strange clunking sound on start up...

Cambelt, or auxilliary drive belt?

Both - my car has 2 belts - one small one for the timing, and a longer one for the accessories (alternator, water pump etc.)

The compression test results do not suggest any problem with the valves and piston.

The initial symptoms seem consistent with a misfire and the fault code supports that. The most likely cause is a fuel or ignition problem.

Check the state of the plugs. Since it isn't starting, they should all be wet. Replace any wet ones with new plugs. If any were not wet, suspect a fuel problem on that cylinder.
