Do you have an existing credit card already ?

If so you can overpay and go into credit ( I do this on my Barclay card )

Why not ask the bank for a credit card if they given you a mortgage.

Otherwise here is one that I used years ago, you can load cash onto it a number of ways.

1st you ask how to get a pre-payment card while waiting for your new build house, then you you are asking how do the travelling folk obtain cards, very strange.
