Car not starting problems..

Hi guys/girls
Got a bit of a problem with my 2010 318i. It's not starting, not turning over or anything just a click sound when the start button is pressed.
What happened is that the car ran out of fuel on the way to the pump so i thought it would be as simple as refilling with fuel and that will be that but it wasn't. After refill first 2 times i tried it turned over trying to start, it didn't. Then after that it was completely dead, just a click noise. The lights, sat nav etc was still coming on.
Called rac out he tried to jump start it, bump start it but no success. He said he suspects the starters gone on it so had it towed to the garage, who had a look and called me saying the starter looks as if it is fine BUT he tried turning the crankshaft manually and said it only turns about 3 or 4 inches, so will need to have a closer look when he has time.
What im worrying is, could this mean the engine has seized up?
