New type of scamera.... err van?

Spotted this on the A14 in Northampton. It is a wagon trailer that was parked up by the side of the A14 without a tractor unit. Traffic facing were two open flaps near the top of the trailer. It looked odd, suspicious even. So I took a good look as I passed and that's when I saw the Police livery all over the back....
Is this something new?

I guess it depends on how paranoid you are?Northamptonshire vans run a pretty consistent livery, I would expect to see a speed camera logo on the rear and the speed limits on the side of the trailer if they were using it for speed enforcement.
