20mph limit signs

Before anyone asks, no I've not done anything naughty or been caught etc, just interested.

I live on North Wales and the local council has put 20mph zones outside all the local schools, however there is one near queensferry that doesn't have end signs, or new 30mph signs so basically if you follow the signs you should keep going at 20 until you hit the next 40mph section.

They've obviously cocked up by not adding the end signs but I just wondered what the legal position is without end signs?

Depending on the nature of the road, it may be a continuous 20mph zone (note: not limit) all the way to the next 40. Or it may not need end signs if the 20mph is a part time limit? Need more information.

(I'm a former "20mph Officer" for a big city in the south-east so have experience of these things)

Out of curiosity, are traffic calming measures still required in 'legal' 20s? Or has that guideline gone, or was it an urban myth to begin with?

Is it a red ringed 20, or just a black ringed 20?

Correction!
It's black ringed with red numerals.
It's not a continuous section as at either end it goes 40 down to 30 then to 20. So as it currently stands you have a road that is 30 in one direction and 20 in the other which cant be right.

Oh and it's not time limited

For a start, the black ring means advisory, and a red numeral is not an official speed limit colour AFAIK.
Someone who knows more about these will no doubt confirm that.
