Horn not working...

Hi all! My horn seems to have stopped working and I'm trying to work out why, perhaps someone could help me??
I've checked and there is no 12v coming in on the red wire at the back of the horn switch, but I can't see where it comes from. Any idea how the 12v feed gets to this red wire? Is it through the ignition wiring? If so, is there another contact slip ring like the one for the earth behind the steering wheel boss?

Based on 1997 Chim.
Fuse 19 to relay 4...relay 4 Purple//Black to horn push but may change colour in the steering column.
On the power side Fuse 3 to relay 4...relay 4 Purple/White to horn...Black to earth.

ETA Should have said the slip ring (Purple/Black) is the power in to the horn push. Earth is just through the column metalwork.
