I fear the answer may be no, but I thought I would double check.

I've found a number plate I would like. However, it looks to be on a car that has been scrapped.

It's not been MOT'd since 2007 and looks to be off the road.
I haven't spoken to the DVLA yet, but I was wondering what the chances would be of buying the number plate?

TIA.

Zero - unless you find the car, buy it, and return it to a point at which the plate can be transferred off, so MOTable.

Hmm, that's the thing. Its on an age related plate, so it's a 93, last MOT'd and taxed in 2007, so either it's been written off, or scrapped or left to rot.

Woul dit be worth phoning the DVLA to see whether there is anything they can do? Could they write to the owner of the car and ask for the plate?

I don't know how it works, I've never really been bothered about private plates

Got a V5C doc ref?

What happens when DVLA say "Oooh, look, this has reappeared after decades, and is instantly having the plate transferred. Let's request an inspection."?

Is this the case and if so do they actually check if it's 'roadworthy'? as it would seem a difficult test to do unless by MOT.

As an example, I recently found the V5 (and keys) for a car my Father owned whilst sorting through his stuff after he died. The car was scrapped many years ago but never reported to DVLA and as such still 'exists' on the road tax database showing as 'not taxed'.

It's over 40 years old so would be MOT exempt, could the number plate be transferred?

Asking purely out of curiosity, I have no interest in doing so.

You cannot transfer a number plate or assign one to a car of any age that hasn't got a valid MOT.
It will be necessary to take it for what is called a voluntary MOT if it is more than 40 years old.
