The highway code used to say that speeding as a result of keeping up with the flow of traffic was legitimate. I can't find this in the latest version -- is it still there?

I've never heard that one before, and it does sound a bit unlikely, but maybe somebody can find it.

I do seem to recall situations where police officers on point duty seemed not to care how fast people drove, as long as they got rid of the traffic jams!

This was definitely true in the past. During her driving test my mum was told to speed up and keep up with the flow

Puggits mum was probably told to "speed up and keep with the flow" meaning do 30 in a 30 zone, and not 20?

You can overtake on the left if you are just keeping with the natural traffic flow, but I'm fairly sure the HC has never suggested exceeding a speed limit to stay with traffic flow.

One of my tests I failed for going too slow in a residential street with cars parked both sides and kids running around. This was one of the tests though where it was the end of the month so the examiner was probably close to his pass quota

I actually saw this one Friday evening on the A456 Hagley Road heading out through Edgebaston.

In convoy with another vehicle, we were at 30 in left lane. Traffic car overtook me and gestured to my mate to speed up as we were tbh travelling slower than the flow the locals wanted to travel at. He didn't know we were actually looking for a particular road junction in order to turn left but nevertheless.

Both of us never seen anything like it before nor since. Of course long long time before cameras.
