I need to do a return to a shop. The items are contained in a cardboard tube 250cm by 10cm.
Weight is about 3kg and worth about £70.
Who would be the cheapest courier to send stuff like this with?

Look at Parcel Monkey or somethig. DX will seem cheap, but they are absolute st at collecting on the day they say they will. l

Tuffnells for £9, but for me to use them to send it back would cost £45.

You could always Google it yourself and find a broker like Parcel2go.
It's the insurance which hikes it up, that's how they make their money as 99% of parcels get there.

I have used parcel monkey, which appears to be a broker, and its £45

They are not being cooperative.
I can get a refund of return postage via Paypal up to £15 so wanted to return item first and then argue about them breaking DSR (related to restocking fees) later.

This may sound stupid, but check the costs for sending a large box of slightly shorter dimensions. A friend discovered some years ago that it was cheaper to send his long thin parcel diagonally across a large box than it was to send it in a tube, as it meant the maximum length was less but increasing the width didn't add to the cost.

(ie >1m tube in a <1x1x1m box)

Is this really 2.5m long? That's why it's expensive.
