Can anyone explain this confiiguration on a handlebar lighting switch?
Off position: Brown and Brown/White cables connected.
1st position Brown and Brown/White and Black cables connected.
2nd position: Brown and Blue/White and Black cables connected.
Switch icons appear to be Off, SideLights, Headlights.

Is the switch back lit?

No. It's a very simple, possibly Japanese, switch.

Superficially then you could wire it up with two relays (one for side and one for headlight) and have a pole spare.
