New Brake Discs already rusting?

Should this really happen a week after getting them put on? I'm looking at family members brake discs and they don't have the same amount of rust. The garage did remove some rust I think and they didn't seem to clean it out correctly. So it looks like the rust from the other parts has got onto the discs when it rained.

We need to have a PH member cull. First someone doesn't know the difference between a Spitfire and a Hurricane and now this???
It does look unsightly, see new cars on forecourts with brake disks that look like bits of the Titanic.
The braking surface has no chance, someone said its the type of steel they use nowadays, older ones didnt seem to suffer as badly but not sure of the specifics.
It doesnt affect braking performance, but if it bothers you, whip the wheel off and clean the centre bell with brake cleaner and give it a coat of VHT paint, dont worry about getting a bit on the braking surface as the first time you press the brakes it will be scrubbed off. It doesnt last forever but once its done its easy to give it a quick coat when you have a wheel off.
