As the script on the front scuttle suggests, it's a Seal.
As the picture shows, it's actually a kind of motorcycle and sidecar, but with the driver steering from inside.
Built in Manchester by Haynes & Bradshaw (later Seal Motors Ltd) from 1912-1924, they were powered by JAP V-twin engines.
