So with the Spyder confirmed I guess the WLTP issue has been overcome on the 4.0 GT3 engine,does this now mean there will be a second batch of GT3RS ?

The Speedster is confirmed for production but the spec is not. The car at Paris is another concept, details can and will change before manufacturing starts.

As for the 991.2 GT3RS, it means nothing IMHO.

I have heard nothing in regards to more 3RS, we were expecting New GT4 (which i am getting) at Paris, but word has it they are still sorting final aspects, i just cant see another batch coming

I've just spoken to my OPC and they think there's is indeed a second batch coming, however no official numbers yet.
