I would like people’s opinion on what number the cloud represents?

The number next to the cloud, 24, was changed by my daughters teacher so I can only guess that initially the number was 22.

21? On the basis that each number is the midpoint between the numbers either side of it?

But 18 isn't the midpoint between 16 and 21...

How long is the rest of the pattern?
Does the first increase by two, the next by 3, etc?
In which case 21 is correct.
