Quite a few kids (typically aged 4-7) are using push scooters to get to school in my area but a local has complained they are dangerous and illegal to ride on the pavement and the school wants us all to 'consider' this.

What is the actual law on this, anyone know?

Ask him to evidence the legislation that states that the scooters are illegal?

I’m pretty sure that the electric scooters that I see in London are illegal but can’t imagine that the foot push ones are - that’s like saying a bike or a skateboard are illegal, no?

The age of criminal responsibility in England & Wales is 10 years.

It is actually illegal to ride a bike on the pavement though, so would assume, as per your example, wheeled push scooters probably fall under the same category

Simple, if it's got wheels it goes on the road or cycle path/lane etc. The pavement can be a shared use in some places but most are designated as foot paths. We get plagued with them here, my dog hates the noise they make, I think it stems from being run into by one a few years ago. I wouldn't let my kids cycle or scoot on the footpath.

The should be paying for insurance and road tax.

I'm sure a fair few wheelchair bound users would have a few things to say about that!

I don't see any issue with them, and have no qualm about my kids using them under supervision, providing they show the correct respect. Just as I would if they were walking or running along the pavement.

There are no rules/laws prohibiting them but local by-laws could, I still see the odd 'no skateboards' sign from time to time. But there will always be some old bugger ready to complain about them I'm sure.

FFS (push) scooters were ridden on the pavement in the 50s, I don’t recall an issue then!

Just teach your kids to be considerate to other pavement users then no issue, obviously some idiots might cause issues to others but let’s face it your 4-7 year olds aren’t going to be scootering on the road.

Our school did ban them being used in the playground during drop off and pickup times, which given the melee at the time was sensible.

The kids can scoot off road on parks etc. We didn't play on the streets or the pavement but weren't heathen. Oops I meant northern. I jest. Parents should be more responsible.

OP,

Find this local. tar and feather them. If that is not enough, force feed them lard until they burst.

Lots of wrongs in this world, but kids scooting to school isn't one of them. Hell, scooting to school is over overwhelmingly good. Fewer cars. Healthier kids. Healthier parents keeping up. As a parent of a 4 year old, I can see exactly how the (now awesome) "sit and do nowt" entertainment is miles better then when I was young. Ludo? BBC micro? Channel 1 children's 1/2 hour? Nah. Even a phone is an awesome gaming machine. 24/7 there's 11ty billion kids shows on Sky or freeview. Serious, right now at 11.41 there's PAW patrol on Nikelodeon. WTF is that about? Youtube gives instant whatever. Hell, even Lego is totally more awesome than before*. It's so hard to keep your kid away from "easy" entertainment and keeping active instead. Any notion that we should be discouraging little kids mentioned in the OP from being active on pavements is daft. it's not like you can say "they should be on the road", they're 6 and under.
