Scooter advice please

I need some scooter advice please.

I commute 17 miles (basically filter into London) a couple of days a week. I also want something easy to hop on and off on to do the shopping, see friends etc (12-20 miles) away and store all the winter crap.

I did have a s-wing 125 sometime ago, but it gave me terrible lower backpain, so maybe something more upright is better.

What would people recommend around £600? While I like Vespa's a good one is probably of budget and it has to be no later than 2007, so I don't have to worry about the London emission crap.
