Laws to prevent DIY car repairs pending?

I guess this comes under the “law “ heading.
In a letter to a local N Wales newspaper, a classic car enthusiast claims the following:
Government has proposals that would prevent us doing any work on our own vehicles. Work would have to be carried out by an approved garage and only manufacturers could sell spares, which would mean we couldn’t buy them.
Every vehicle would be subject to a possession tax even if it is in bits. Cradle to grave taxation, regardless of age.
Local authorities to get powers to seize vehicles, even on private land. The use of vehicles more than 20 years old subject to approval of intended trip by local authorities; they would charge a fee.
Vehicles over a certain age not considered historic would be scrapped.
He asks to write to our MP’s to oppose this Marxist control freak oppression.
No doubt we will get the usual safety and environmental rubbish to justify this. Does anyone know if these proposals are on the way to becoming law?

Most so called DIY electrical acidents are caused by trailing wiring and 15billion apliences all pluged in to cascaded power strips with double plugs etc, all anging off one outlet on the ring mains.
Plugs with loose wires, porly wired plugs.etc
just take a look be hind most peoples TV's and Hi-Fi's
IIRC the new law does not cover this just fixed wiring
How many DIYers actualy go to the trouble of changing fixed wiring ?
and as for cars, how will this be applied to kit cars ????
Hmmmm, well considering how badly some so called "professional" garages do their work on cars, I'd be tempted to say that this will do nothing for quality and safety on the roads.
I for one don't trust anyone but myself when it comes to doing anything on my car. I mean, if a school leaver with only GCSE's and a workshop manual and a set of tools can do a cylinder head job on a car, then I think I can do the job at least as well.
Don't even get me started on back-street garages and how crap they are.

Bought a radiator from "unbranded Leeds co", for my car. After removing the OEM radiator, I put the new one in. The bottom hose just wouldn't fit into the radiator no matter how hard I tried.
This was an OEM bottom hose, into an OEM radiator, so it was all original.
Took the radiator back and said it doesn't fit, it's as good as useless. He said he'd sold 12 of them, to local garages.
So, I assume there are 12 cars driving around with these radiators in. Makes me worry how much these garages charged un-educted people to bung in and bodge fit a cleary incorrectly designed part.
So, are we any better going to garages? Especially in the name of safety?

Load of crap. Might be an idea they have, but in practice would never work. MOT keeps all the cars on the road safe enough, and if police bothered to stop and check more cars tyres and MOT's, then even more cars would be safer again.

Perhaps they would do better to pass laws whereby cowboy workers are brought to account for their shoddy workmanship first.
Und a 13 week course for jobseekers does not make them a skilled worker either - which ist what I hear happening.
Ist just more excuses und nightmare politics.
Ist another stealth tax to try to pay back money they borrowed to support an economy which ist not the booming economy they claim it to be.
Und they also want us to fund their pensions, pay packets und greedy expense claims

The new legislation will do nothing to prevent that. (Except, of course, that soon it will be unsavoury to newer members of our society that we wish to celebrate a Christian festival. But that's another story.)

I have heard various rumours about this but no definite proposals.
The Office of the Deputy Prime Minister issued the last decree banning virtually all electrical installations being undertaken except by those certificated at big cost by a handful of private compaines ( NECIEC, BS etc). To the annoyance of many including myself many professional bodies such as the Institute of Electrical Engineers were not included or apparently consulted. The ODPM excuses cited were
10 persons a year ( that’s all FFS !!!!) die from elkectrical accidents in the home. What they do not say, as pebbledash righly puts it is that most of these are due to fires through overloaded trailing leads. What this ill thought out regulation will result in is far far more trailing leads than ever before.
Ominously the other excuse is harmonisation with European regulations.
The increasing power of the risk averse insurance industry who seem to work in collusion with the adminstration will force compliance. They also collude with private concerns NECEIC and ignore the far more professional bodies such as the IEE.
One of the reasons is that by forcing unqualified persons to obtain a vocational qualification, it improves the govt stats and brings income and bums on seats to colleges. Same with Wheel-clampers. What it does not do is anything at all for safety and the number of genuinely trained, qualified and competent technical people in the UK.
I'm sure that this control-obsessed adminstration will attempt the same with motor vehicle repair for the same flawed reasons.
I speak as a professional engineer and a trained college teacher ( with experience of teaching both Electrical Installation and Motor Vehicles ) plus a competent rally car builder and driver who would not consider allowing the average mechanic to touch a competition car unsupervised.

Right on the ball Richard; and let me just add in response to those whose adverse comments about "back street garages" are deeply offensive.
In all the years I have been a motor engineer and carried out technical inspections, almost every single complaint I had to investigate was against utterly appalling standards of work from main franchise dealers, NOT small independents.
Some of the errors made were almost unbelievable and many potentially dangerous.
They were also accompanied by labour charges that are quite frankly set at a disgraceful level.
At the moment most main dealers are charging anything from £65 upwards and hour, and paying their engineers ten!
Most independents are highly inventive, talented people who rely on their reputation to sustain their business.
This legislation will put them out of business.

Every car on our drive is "serviced" by us, its a hell of a lot cheaper and - get this - we do it for fun. Ah - now I can see why they're doing this - people can't be having "fun" now, can they?

...and if you do you find out that it only applies to cars out on the street and only applies if your 'works' cause annoyance to others and/or you are running a business repairing cars on the street.

Good and bad in both cases IOLAIRE. Some franchised dealers are really good, others bad. Same with independants.
Seen shocking stuff and good stuff from both. However, my example of 12 radiators for a single type car (pug gti6 99 onwards), and only myself took one back. It really makes me wonder (as pug will use their own OEM), how many "back street" garages bodged these to fit.
Can't call that very good service if you ask me.
