Looking for some advice please.

We have been issued new contracts of employment today, no real discussion on the matter but were warned a few weeks ago they were coming.

Not much has changed apart from my working hours, it was 8:30 to 17:15 now 8:15 to 17:00, it might not seem much but can a company just do this without talking first?

Potentially.

Do you have more information for context, for example, are these clocking in and out times for all employees? Are they ‘core’ hours but you have flexibility for different start and finishing times? What’s the procedure if you’re 15 minutes late due to traffic? What’s the industry?

I do not clock in and out, just expected to be at my desk ready to start work at time stated.

Whether a company can change without consultation is determined in your contract of employment. If they say they will consult and don't then they are in breech. If it doesn't say this, they're not.

Either way, it would be nice of them to explain the reasoning.

But there are a million other things to worry about beyond a 15 minute shift in your working hours and really is not worth you concerning yourself over.
