Question for the Renault / Dacia Sales People

Parents who are retired purchased a new Sandero yesterday which is in stock at the import centre @ Sunderland.
They want to do a pcp (their choice as have a regular income from pensions etc) what I thought was strange is the dealer didn’t do the proposal there and then with RCI but made them fill a form out so they could process this weekend / Monday which I thought was strange, why wouldn’t they do this straight away?
Are the deals changing or is still about pushing the deal into next week?
Last car we bought for the wife and my bike BMW did all this straight away as part of the purchase.
