I know it's a bit of an old game, but new to me. Never played any other Fallout game so no idea of gameplay etc. but loved Skyrim so fancied giving this a go. There maybe a couple of spoilers ahead but not many.

Anyway, I've basically cocked up the SPECIAL points thing from the very start.

I (stupidly really) thought that in the Pipboy I had to fill up the ten stars under each of the category before I could start to unlock the Perks. So, once all ten stars were filled, that was Level One done, then the next line down (where the "perks" are) was Level 2 and so on. I only realised last night that each of the ten stars was a level so I'm Level 10 in a couple of things, about 5 or 6 in most of the others but haven't even unlocked any perks. Quite why I hadn't worked this out I have no idea, but there you go.

Spoilers bit...

I'm currently at the bit where you build a transmitter thing to send you to the Institute. I've got the Railroad people helping. I've done a couple of side missions but not many (mainly cos my character is crap!). I've been playing a couple of weeks, but I'm really thinking I should just start again from scratch now that I've worked out the "points" thing. Thoughts?

I know I could probably use a mod to reset perks (on PS4) but I'd rather not on the first play. I've got the GOTY edition so have all the DLC etc.

To be fair, the "points" system in Skyrim completely threw me at first until I worked it out & I started that again after a couple of weeks - maybe I'm getting oldlaugh

You'll be fine.

the perks thing is mostly just an added perk! i always top out strength to carry lots and rilfeman as i like rifles.

Just level up the other perks as you go. Some of them are of no use in any event and I often would save "perks" until I hit the level needed for a particular thing...

ETA - and in any event there is a strong chance you will play the game again just to do some of the missions in different orders etc and explore certain things/places in a different order...

Depends what sort of character build you want - there are a lot of perks that give more damage to certain weapon classes, some for health, some for crafting. It's impossible to say which ones are "best" - you just have to pick ones that you think might be useful.

The most "important" ones I'd go for quickly are lockpicker and hacker, otherwise you'll be kept out of a lot of areas/terminals. After that I usually add the rifleman, scrounger and cap collector. Of the top ones, I tend to go for strength, intelligence, endurance and charisma.

Yeah I agree I always go for lockpicking / hacking. It really annoys me when I can’t get into an area. Followed by health / gun skills.

Yep, basically it's the lockpicking & hacking that I wanted - that & some sniping. Yet for some reason I've gone all out on "strength" which is pretty pointless as I tend to run away a lotlaugh

So I've started again!

I did the same thing, so you are not the first.

I just mooched about a bit sniping people and gaining decent scrap like alluminiun until id gotten some decent armour and weapons.

Only then did I bother going back to the main story line.

So I've started again!
Strength is good for collecting loads of things (I don't really melee) however I usually up my "clothes making" skills and run deep pockets...
