Pre-wash phase..help..

Was washing the car over the weekend, it was fairly cold 8-9 degrees. As I had at least two weeks worth of grime, I thought I would use the snow foam (Valet Pro) to help get the dirt off.
I pressure washed it down first, then sprayed all of the dirtiest areas with Auto Finesse Citrus Power and then hit it with the snow foam. I allowed a good 10 mins for it to dwell, while I cleaned the wheels. So when I went to clean off the snow foam, hardly any of the dirt was coming off..
Now I can only assume that the paintwork does not have enough protection, wax etc as the dirt is sticking to the paint, however it beads very well in the rain.. or that the pre-wash solutions and snow foam are not really doing the trick in lifting the dirt.
Any thoughts?

I think you are expecting too much from snowfoam.
Pre spray with something like Autosmart Hazsafe through a pump sprayer, then pop some foam on top if you need too - the foam gives the pre spray a longer dwell time to do its thing - ideal at this time of year with winter grime, also good when hot as the pre spray doesn't dry out, then rinse with pressure washer and then carry on with your usual wash routine.
