So my daughter bought her own new car out right 56 plate Corsa. After just 3 weeks its showing distressing signs:
Blower has stopped working as of yesterday and when I looked at the oil cap the dreaded milkiness was there. Am I being to quick in saying head gasket?

Is that 'blower stopped working' as in the blower still blows but the air is cold, or the fan has stopped working?
When you say 'milkiness' in the oil, is that a bit of white around the cap, or full on its all brown mayonnaise? What does it look like on the dipstick? What does the coolant look like, level, traces of oil?
Which engine is it?

Yes, much too quick. It is perfectly normal to have emulsion in the crank case and it will usually accumulate in the colder spots - rocker covers being a favorite. This will get worse in colder weather and worse again if the engine isn't given long runs to boil off the emulsion.Check for oil / exhaust waste products in the water. There won't be any in a healthy engine so if you find any this is always a concern and suggests a gasket has failed.

Blow has completely stopped working on all settings so fan has stopped working.When you say 'milkiness' in the oil, is that a bit of white around the cap, or full on its all brown mayonnaise? What does it look like on the dipstick? What does the coolant look like, level, traces of oil?

Milkiness is around the cap....I've not yet checked the dipstick. I'll put it on my to do list when I get home.
It's a 1.4 petrol engine.

A friend had a Corsa and nearly every year a relay behind the glovebox failed causing the fan to stop working on slower speeds.
Part is about 20 pound online, plenty of videos on YouTube to replace it.

Ok, so the blower is nothing to do with water in the oil, it's electrical, as said will either be a fuse or the control/relay unit, I don't know the car in detail but google it.Milkiness is around the cap....I've not yet checked the dipstick. I'll put it on my to do list when I get home.

A bit of white around the cap, at this time of year doing short trips, perfectly normal. Obviously if it's thick and brown not oily on the dipstick that's another thing.

Burning a gallon of petrol or diesel produces a lot of water as a byproduct. You'll see it as water vapour & water exiting the tail pipe
Also the reason why cars used for short journeys go through exhausts quicker than those used for long ones.
Have you actually checked to see if the coolant level is low?
She's only had the car 3 weeks, if bought from a garage what warranty have they given her?

First to reassure you, i've had a headgasket go, lots of white steam belching out the exhaust, stumbling at idle etc etc.
What others have said, short journies will cause creamy residue at oil cap(had an astra do that for 10 years) , didn't cause issues, but, definetly clear out breather hoses, you will be surprised how they clog up.
Regarding the blower, videos all over, quite common electrical issue.
