First port of call would be ‘Variomatic’ on here, he’s a way out from Bucks but will accept watches through the post if your friend is willing to risk it - although for a Rolex I'd be tempted to stump the price of a proper service - pricey but comes back gleaming and with a 2 year warranty racked onto it
Beware that it’ll be gone for all eternity if he sends it official, my Submariner has gone to be regulated and it’s quoted as taking nearly 10 weeks

Rolex Service Centre in London, I took mine there earlier in the year (walked in and booked it in myself) however mine "required" a new bracelet and they refused to polish the bracelet but wanted to polish the watch itself so I declined. Quote was about £700 including replacement crystal and crown. Was about £3000 including the bracelet.
I'm going to use Prestige Time Services in the new year, have had quite a few emails with them including photos of the bracelet that needs "replacing" and they have said they will clean and polish it no problem at all. They are local to my mums house so going to take it down there.
I got a recommendation of watch doctors as well from a mate of mine.

I sent my Oris Aquis off to Watchdoctors for a service in the autumn. Since it came back I’ve had five screws in the bracelet come loose including the lug screw which went walkies and cost another £15 to replace.
Could just be coincidence, of course, and it’s only my experience. Otherwise they were decent value and treated the watch well.

Darius at The Clock Gallery in Ealing has a chap that trained on Rolex movements. They're shut for Christmas, back around the first or second week of January.
