E90 dipped headlight failure

Friend has a 320d 2007. Halogen lights. One bulb went(he thought) then another a few days later. Replaced both yesterday but still no lights

I’ve not had a look yet but says sidelights and full beam works
Fuses ok
Is there a module or something that controls these? Seems odd for basic lights
Bad timing with holidays

FRM (footwell module) controls the lights.
