Could someone explain this to those of us who don't know what's going on and have no understanding of the context?

Someone it would seems got wind of the "fact" that RAF Tornadoes were being used to host dinner parties etc. They sent a request to the MOD for confirmation of how many times this travesty had occurred, and the MOD responded by confirming that, unless you were having "dinner party for one", it was not possible.

OK, thanks.

I've now worked out that the the word I thought was "FOL" in lower case is F O I in capital letters. Damn I/L mixup. I wondered what FOL meant. Now I kind of know

Must be a conspiracy going surely! RAF using jets for dinner parties! Chemtrails for pudding!
