I got a bill through the post yesterday (1 Feb) telling me I parked without paying or made insufficient payment on 28 October 2018
Now i am sure I paid but I do onot have the ticket anymore although the car is in storage and need to go and look
The car is logged as you drive in and out and the pay station does not give a indication of how much is due, so you need to remember and get it right, not always easy when your rushing to an appointment or A&E.
are there any time limits a ticket should be issued in anyone know?

Is what you have received the first correspondence on this matter?
If ANPR was used then there will have been no Notice to Driver (i.e. a windscreen ticket)
In which case the time period for a NtK pursuant to PoFA 2012 Schedule 4 paragraph 9(1) is given in paragraph 9(5) - http://www.legislation.gov.uk/ukpga/2012/9/schedul...
The length of time between the alleged contravention date and the NtK means it's non compliant. Unless the RK is not you (e.g. leased or hired vehicle, company car registered to your employer).
That moves the goalposts.
I recommend you read the whole of Schedule 4 carefully. You might be surprised how many PPCs can't even get their basic legal obligations right.

Been for a few appointments at Castle Hill Hospital, Willerby, (near Hull), and was actually advised not to 'top up' by a receptionist as, if you've paid and displayed, they don't bother if you overstay because your appointment over runs. They know it happens, and, from experience, it seems to be true!
So common sense does apply at some hospitals. (at least I've never been fined and I have 'overstayed' by up to 30mins on occasion)

But you hopefully arrive before the appointment but not always you don't arrive right on time, well if you do your late by the time you get to the consultation area.You go to see the consultant who is always behind, they send you off for a scan/blood tests/or other test, you hang around there, that can take a while and I lost track off time.
I bought a gizmo off Amazon that supposed to tell you how long the car had been parked but it does not work
In ten years of following ambulances into A&E taking my relative into A&E, multiple hospital admissions, lots of appointments for various things I have only got two letters demanding cash, one I had a receipt and now this is a second one

That sounds ridiculous.Although, I was at a major hospital recently and a lad was looking dumbfounded at the pay machine - it didn't take cash and he didn't have any cards. Can't be that unusual, but there didn't appear to be any alternative.

Yes exactly you supposed to pay the correct amount for the timeBert
When the machines were first installed they gave an amount due but that function has been disabled.
Guess if you overpay they win if you underpay they fine you
Short Grain, I can't even remember being in hospital that day, there are no appointments I guess I was visiting, but it is to late according to what Red Devil posted so don't have to pay
