I reckon the horn relay fitted is the wrong type, by this I mean the configuration of the terminals
What is very likely happening is that the incorrect relay is allowing the switched negative from the horn switch to go directly through its contacts to the horns, when switching the ignition on the relay is switching the contacts to the open position
This means that at present the horns aren't relayed
Well this is what I think and I'm sticking to it

I looked at the wiring diagram, and I suspect the relay has been fitted in the wrong orientation.
As several other items are using the same feeds, and they are not affected, then it points to either how the wires are orientated in the relay socket or the relay itself is fitted incorrectly.
TBH with testing the socket pins with a bulb/meter its guess work
