Have I been caught by a "speed" camera?

I was on my motorcycle today (MT-07) and rode past a moving ford transit police van, I was approaching from the front doing about 43, then as I passed slowed to about 38 in a 30 and he was just about to turn a corner so he was probably doing 10/15. The van is not a marked camera van (as in the speed camera signs on front and rear) however does have 2 small black cameras on either side of the rear of the van, both were emitting a red diamond shaped light. The cameras are similar to the one in the photo above except there's two of them. Have I been caught? Or are they simply ANPR cameras?

In the UK they don't use lidar from a moving vehicle (yet).

This is the van BTP park at level crossings to prevent idiots trying to jump lights as barriers are dropping, so nothing will happen
