Health Insurance Excess

Recently I made a claim through our health insurance provider AXA for the first time. Well, one thing really bothered me is that as customers we have to pay the excess directly to the hospital and consultants. Not until the full amount of excess are paid directly, AXA won't make any payments on our behalf.
I'm sure if you are in the sector or have been using health insurance for a long time, you probably think it's just standard practice. But, as I only had car insurance claim in the past, so I could only compare the whole experience to that of car insurance claim. As car insurance customers we also have excess to pay during a claim. But, we alway pay the excess to the insurance provider, they then would use that money as part of the whole payment to the repair shop. We never pay anything (ie. the excess amount) directly to any repair garages. I personally much prefer this way as I'd be dealing with the insurance company only. Unlike with AXA I have to pay the hospital, then the consultant until the full amount of excess is paid. Then I still need to deal with the insurance company for the rest... One of the benefits of having an insurance policy in my option at least is the convenience it provides. At the moment, I just feel the whole policy of you have to pay the excess amount to whoever treated you directly is defeating the purpose.
Are there any health insurance providers in this country that operate their excess the same way as car insurance companies?
