15k budget, best cars for the money?

Need some ideas for a 15k budget, looking for a car that I can mod over time, performance and exterior wise. Have been looking at the GT86 however the power is a big downfall for me. Also looked at the Jaguar XFR but not a lot of options for mods with them. Any suggestions and advice is highly appreciated

Very little European fits the bill so sticking with Japan how about a Hawkeye JDM Impreza STI?

Was thinking about that but any engine mods are painfully expensive for decent gains?
