I work for a well known company and I have been accepted for a new internal position which is basically a sideways move but under another department .

My existing manager is delaying my transfer as he needs to recruit a replacement ,I cannot find any guidence in our company literature on the subject .

I have not been given a timeframe on how long I need to remain in my present role however our notice period is 3 months, can I be retained longer than this ?

Departmental transfer, I would think they can keep you where you are until your replacement arrives. As long as they continue to pay you of course.

Ask HR what the policy is if you can't find it?

Your hiring boss will be keen to move this along so rather than talk with HR, I would ask my new. Oss when he needs me and explain there is a block which you need their help to overcome.
Usually they will go and fix it with your current boss
