Speeding ticket whilst V5 with DVLA?

Purely hypothetical -
If one’s V5 was away with the DVLA having the address updated, and one got flashed by a camera, then presumably depending on the date the V5 was re-issued then the ticket might conceivably go to the old address. Assuming the new owner of the house didn’t reply to the NIP what would be the camera partnerships next steps and how long would it take?

The hypothetical speeder will not get away with it this way.

After a while of not receiving a reply at all from the registered keeper's address the police will simply look to see who has insured it or get an updated keeper address from DVLA or both.If one’s V5 was away with the DVLA having the address updated, and one got flashed by a camera, then presumably depending on the date the V5 was re-issued then the ticket might conceivably go to the old address. It won't take long and section 2 Road Traffic Offenders Act will apply.
2 Requirement of warning etc: supplementary.
(3)Failure to comply with the requirement of section 1(1) of this Act is not a bar to the conviction of the accused in a case where the court is satisfied—
(a)that neither the name and address of the accused nor the name and address of the registered keeper, if any, could with reasonable diligence have been ascertained in time for a summons or, as the case may be, a complaint to be served or for a notice to be served or sent in compliance with the requirement, or
(b)that the accused by his own conduct contributed to the failure.
Can you not contact the new owner of that house and ask if they have received a NIP addressed to you?
If so, get them to forward it. to you.
If not, and you haven't got one at your new address within 14 days of the offence, then you are not getting (a valid) one.
If you don't reply to the original, it wil surely work its way to you later, but you may miss the opportunity of one of the simpler disposals (course or fixed penalty).

The DVLA have pointed me in the direction of their Subject Access Requests department. Have sent them an enquiry to see if any information has been requested by the Safety Cameras department
Why would you need to do that for a purely hypothetical situation ? A waste of yours and their time
