I have three TVs, two are modern but still have scart inputs as well as hdmi, one is older with only scart inputs.

I have a terrestrial decoder which outputs a watchable tv signal to the older TV but will not output via scart to the newer TVs. I don't understand why not!

Do newer TVs have a scart input which is different from an older TV, for example they expect some sort of digital scart input signal where an older tv expects only an analog input via scart?

I'm confused...

As I remember, SCART delivers video either via composite (single pin) or RGB (three pins). Possible the box only outputs a version that the TV cannot accept? It may be changeable in the box’s settings.
If RGB, check you are using a fully wired SCART cable - on the cheaper ones only the composite video is wired up.

You may need to turn the scart input on via the tv menu.
If a pioneer plasma then that’s for sure but you lose an hdmi input.
What make and model is the tv with scart and hdmi?

Are you trying the same SCART cable on all 3 TVs ?

Daft question, but are you sure the source (ie AV1) is set correctly on the non-working TVs ?

Have you checked the SCART settings on the non-working TVs ? Try switching the display options (RGB, CVBS, etc) and see if anything changes.
