Landlord management Fee's and set up costs

After a bit of advice really. Our landlord for our offices has recently changed management companies and we have received a service charge invoice for Jan-Mar which includes cleaning/maintenance etc. It also includes a very large management fee, 5 x higher than previous years. When I queried this with the management company I was told it includes their set up fee.
My question is, should we be responsible for this "set up fee" or is that down to the landlord? My concern is that the landlord could change management companies every year if they wished and we would have to suffer the fees?
For info...we have been in the premises 5 yrs and rent is paid to the landlords direct, the management are only responsible for maintenance/electricity etc.
