Suzuki Ignis 1.3 high idle

I'm currently in the process of putting this little thing back on the road.
Has been laid up since October but the issue may well have pre existed that.
When it first starts it idles perfectly around 1000rpm, but within 30 seconds the idle starts rising untill it settles around 1600 when warm.
I replaced the intake complete with the idle control valve for a 2nd hand part and it is exactly the same.
It is using the M13A engine.
If when warm I turn the car off and restart it the idle is normal at 700-800rpm.
I usually work on diesels this is all a little alien to me, anyone any ideas?
