I wonder how the refurbishment cost will compare to the cost a a nice new one?

Not worth it except perhaps for political reasons; replacing all the electric string and boxes of smoke will cost at least half of a new one as refurbing is always more complicated, plus all the mechanical bits need at least tearing down and looking at sternly. Cheaper and quicker to build a new one.
