Just watching a program on BBC1 with that bald dom bloke, a lady is registered keeper of a car she rents out to a person who gets a ticket for driving in a bus lane, £130 and the issuing body are persuing the registered keeper for the money as the person who rented the car says "i'm not paying" the RK goes to the adjudicator who states "I can't transfer the liability for the fine etc to the renter as the rental period is less than 6 months, so is classed as a temporary rental"

If it had been a parking ticket the renter is responsible for it as long as the rental period is for less than 6 months!

To me that just screams open to abuse!

Anyone else aware of this?

Yes.

A similar ruling applies to Congestion charges - if the hire period is greater than 6 months, the registered keeper is liable with no option for representation.

Bus lane fines in London are administered under the London Local Authorities Act 2000, outside of London they come under various Traffic Orders but still within the Traffic Management Act 2004.

I've not seen the programme, but will look it up later, however I also suspect the rental agreemnet does not meet the requriements of S66 of the 1988 RTOA which a lot of local authorities cite when they reject representations.
