The services that these "restore your credit rating" companies provide are dubious in the extreme.
As mentioned before, you can obtain your own credit report from the credit reference agencies yourself. When you get them, if there is something amiss (credit card companies can be v. quick at putting stuff on there about you if you miss a payment etc, but are not always so efficient about correcting the situation afterwards) then you can give them corrections yourself. This is likely to be much cheaper than paying someone to do it for you.
Credit reference agencies don't maintain blacklists, they just collate information and it is up to the individual loan companies etc. to make a decision based on the information provided. Different companies look for different things so if one refuses you, it doesn't mean that all will.
That said, applying for credit lots of times in a short space of time will affect your rating negatively, so be selective.
